The LEAP4Peace Consortium is looking for a team of external consultants to conduct a Mid-Term Review of our programme.

The purpose of this review will be to generate insight to help towards learning and steering of the programme. The review will evaluate the implementation of interventions and the achievement of (intermediate) outcome results in LEAP4Peace for the period between mid-2023 and 2025.

This will be done through a desk study; analyses of key documents; field visits; and interviews with the steering committee, staff, partners and stakeholders,

We are therefore looking for team of 2-3 people (drawn from an independent firm or organization) with extensive experience in process and performance evaluations of democracy assistance, political empowerment programmes. The team should demonstrate expertise and specialist knowledge on women’s political participation, gender equality, democratization and political inclusion processes

About the LEAP4Peace programme

The LEAP4Peace programme started in 2021 and will run until 2025. It is funded by the Netherlands Ministry of Foreign Affairs, as part of the Women, Peace and Security grant instrument.

The LEAP4Peace Consortium is composed of the Netherlands Institute for Multiparty Democracy (NIMD), the Burundi Leadership Training Programme (BLTP), the Gender Equality Network (GEN) and the Gender Action for Peace and Security (GAPS).

The Consortium’s ultimate aim is to contribute to a conducive environment for women’s full and meaningful inclusion in political and decision-making processes, as a means of sustaining peace in Burundi, Colombia and Myanmar.

We believe that including women at the negotiation table during peacebuilding is not enough by itself. Once the conflict is over and the journey towards peace begins, countries need capable and representative women political leaders. These leaders can have a real influence on the process of building lasting peace in their country.

NIMD Positioning Team

There are four main teams in NIMD Headquarters: Programme & Knowledge, Grant Management, Positioning, and Finance, Control and Support. You would be supporting and learning from the Positioning Team, which is responsible for NIMD’s communications, external positioning and organization-wide fundraising. The team is also responsible for communicating NIMD’s results, which includes releasing publications, creating online content, organizing events and coordinating media outreach.

What will you do 

You will gain insight into the inner workings of an International Non-Governmental Organization (NGO) through supporting the work of NIMD’s Positioning Team, in relation to its work to communicate about NIMD’s work to support democracies worldwide, and to help attract a diverse funding base for this work. You will supporting the colleagues at NIMD in developing (thematic and/or geographical) impact stories and track-record documents. These are to be used for reporting, external and internal communication and fundraising. Specifically, your assignment will be to use the results of the different projects of NIMD to contribute to writing articles showcasing the tangible results of our work.

The related tasks include:

  • Review of the relevant documentation (outcome harvests and narrative reporting).
  • Support the categorization of collected information and its analysis for the identification of best practices, lessons learned and success stories.
  • Review relevant secondary literature on the specific themes of the projects.
  • Support the drafting of the track records for different public and purposes.
  • Support the writing of articles highlighting the concrete results of NIMD’s work.
  • Collect and organize photos, videos and other visibility materials that can be used in relation to the impact stories.
  • Assist on other tasks of the Positioning team, based on needs, such as external events in Brussels or The Hague.

What we are looking for 

We are looking for someone with:

  • A relevant study in a field related to international politics, international development, gender studies, and governance.
  • Good writing and editing skills.
  • Open to working in an international environment.
  • Good communication and collaboration skills.
  • Strong computer skills.
  • Eager to learn from and add value to NIMD.
  • Excellent command of the English language.
  • Command of other languages NIMD uses are of added value, especially French and Spanish.
  • Experience and/or understanding of qualitative and quantitative research methods applied to social sciences is an added value.

What will you do

  • Collect information by engaging with relevant NIMD partners and offices.

  • Understand and apply an intersectional and participatory approach throughout the different work assignments.
  • Support the identification and drafting process of impact stories and track-record documents.

  • Assist on other tasks of the Grants Management team, based on needs.

Responsabilidades principales

La responsabilidad principal es apoyar la implementación del trabajo de NIMD en Guatemala para promover una democracia más inclusiva y responsable y construir relaciones efectivas para la expansión de nuestro programa en el país. Se trabajará en estrecha colaboración con el Asesor/a de Programas y Conocimientos y la Especialista en Finanzas y Contratos con sede en La Haya. El Director de País supervisará al equipo de Guatemala para garantizar una programación de alta calidad y una administración financiera fluida. Mantener los principios de NIMD, especialmente la imparcialidad y la inclusión, y demostrar altos estándares éticos

Gestión del Programa Nacional

  • Liderar la implementación del programa de NIMD en Guatemala financiado por diversos socios.
  • Planificación estratégica y aprendizaje programático e institucional dentro del programa nacional.
  • Supervisar toda la implementación del programa y la gestión financiera; analizar desarrollos políticos, preparar planes y presupuestos anuales, garantizar la responsabilidad financiera, cumplir con los requisitos de informes y la mitigación y reducción de riesgos.
  • Asegurar el cumplimiento de las directrices de informes y financieras de los donantes y las directrices de procedimientos contractuales para la gestión de contratos.
  • Asegurar que el personal de la oficina nacional cumpla con sus tareas, incluyendo la planificación, implementación, comunicaciones, monitoreo y reporte del programa.
  • Mantener una comunicación efectiva y coordinación entre el equipo en el país y el equipo en La Haya.

Representación

  • Representar a NIMD ante los partidos políticos, el parlamento, actores de la sociedad civil y otros interesados relevantes para el programa de NIMD en Guatemala.
  • Promover los principios fundamentales de NIMD: imparcialidad, inclusión, diversidad, propiedad local y compromiso a largo plazo, en cada interacción con las partes interesadas y en toda comunicación fuera de la organización.
  • Ser el punto de contacto principal con los socios financieros, beneficiarios y medios de comunicación.

  • Liderar las actividades de recaudación de fondos y establecimiento de redes en el país; identificar y explorar oportunidades de financiación y colaboración y asesorar a NIMD en los Países Bajos sobre la diversificación de fondos.
  • Establecer y mantener asociaciones políticas y redes en el país y dentro de la red de NIMD.

Gestión estratégica y participación de las partes interesadas

  • Guiar la orientación estratégica a largo plazo del programa, el enfoque programático y la toma de decisiones con atención a los grupos subrepresentados en la política.
  • Coordinar con los socios del consorcio, incluyendo el socio financiero y otros interesados relacionados con los programas.

Gestión de la oficina / gestión de personal

  • Gestión del personal de la oficina nacional.
  • Supervisar el desempeño de la oficina nacional, incluyendo la gestión de la oficina, los gastos, las políticas de seguridad y otras tareas basadas en los objetivos acordados.
  • Implementar las políticas de RRHH de NIMD en la oficina nacional según los procedimientos internos y realizar evaluaciones de desempeño del personal.
  • Asegurar un ambiente de trabajo abierto y transparente y fortalecer la capacidad del personal de acuerdo con el mandato de NIMD.
  • Fungir como punto de referencia para la seguridad y bienestar de la oficina.

Requisitos Del Puesto

Nivel educativo

Grado universitario preferentemente con maestría. Carreras afines en ciencias políticas o sociales, sociología, relaciones internacionales, administración de empresas, políticas públicas.

Experiencia Laboral

  • Entre 8 y 10 años demostrables en gerencia, manejo de personal y elaboración y diseño de proyectos.
  • Análisis y conocimiento del funcionamiento democrático y el entorno político y social
  • Experiencia demostrada en la formulación, ejecución y evaluación de proyectos financiados por una diversidad de organismos internacionales y socios
  • Una relevante red de contactos en apoyo del mandato del NIMD
  • Valores afines a los objetivos y cultura del NIMD
  • Idiomas: Dominio verbal y escrito del español e inglés.

NIMD employs around 130 people working globally in our country offices located across Africa, the Middle East region, Latin America, and Central and Southeast Asia. Our headquarters are in The Hague, the political capital of the Netherlands. Here we have an experienced and committed international staff of over 30 colleagues who support our global programming. The staff in The Hague comprises of four core teams: Programmes & Knowledge, Grants Management, Positioning, and Finance, Control & Support. The internship

As part of the internship, you will join one of our teams in The Hague and learn how we operate based on a combination of our regular activities at NIMD and your own specific learning focus. The specificities of your day-to-day can differ per internship cycle and will be provided in a separate description when the internship cycle opens. Each internship cycle runs for around 4-6 months between January-June or September-December each year.

Conditions

The internship would be for 24 hours a week and includes being available on Tuesdays and Thursdays. As an NIMD intern you receive a compensation of €750 (gross) per month plus a full reimbursement of all work-related travel.

For the duration of the internship, you are eligible for one leave day accumulated per working month. Partly working from home is possible upon agreement with the internship supervisor.

It is preferred that there is a three-party agreement between NIMD, the student and their academic institute or a formal letter from the institute that they are in agreement with the internship. Furthermore, any internship agreement or learning plan from your academic institution will need to be discussed during the selection process.

It is important that you already have a permit to work in The Netherlands and physically available in the office in The Hague.
